The cooperative’s origin dates back to the establishment of the Rural Electrification Administration in 1935, part of President Franklin D. Roosevelt’s New Deal. Led by Robert D. Tisinger, Carroll EMC was formed to bring electricity to rural areas through a $118,000 REA loan, which enabled the construction of the first 117 miles of electric lines, lighting up the countryside.
